Here are all the public records received from the City of Milton. Each attachment has everything provided by the city for each request. Some of the files are long and repetitive, but they are searchable by keyword in Acrobat.

Request PRR-20-109 “All documents, emails, texts, notes regarding the recruiting, interviewing, hiring, and resignation of Courtney Black as the Municipal Services Administrator/City Administrator.”
Courtney Black was working with the city on another project and she approached the Mayor about the City Administrator position. Her first day with Milton was February 19, 2019 and she was introduced to the City Council at that night’s meeting. She resigned as City Administrator on April 4, 2019 (resignation letter in packet). At the City Council meeting on April 15, 2019 the Mayor requested Council remove the position from the budget and reallocate the amount to other positions that needed filling.
Request PRR-20-110 “All documents, emails, texts, notes, regarding the recruiting and interviewing candidates for a city administrator position mentioned by the mayor during the 16 July 2018 council meeting.” And a clarifying email stating “all documents relevant to the recruitment/hiring methodology and process — discussions/documents regarding recruitment planning, where advertised, the advertisement itself, emails or other methods, if any, to “spread the word”, number of applicants (not individual information), the selection process for candidates, and, if available, any documents, emails, texts, etc… explaining why the position wasn’t filled. I didn’t find any conclusion to the process mentioned in any council meeting minutes, but it’s possible I didn’t find it — so if you know the meeting date where an update was given, I’d appreciate that too. And if council was notified outside a meeting, I’d like that information too. I am not asking for personal information on the applicants — and I believe it’s exempt. My interest is in the methodology/process, not who applied.”
At the July 16, 2018 Council Meeting the Mayor stated in her Report that she was “Reviewing two candidates for the City Administrator position and may offer employment this week to one of them” but it wasn’t mentioned again in subsequent meetings. In an email from the City Clerk (included in request), I learned that there were 59 applicants and 2 had second interviews — neither were found to be a good fit.
Request PRR-20-111 “All documents, including but not limited to emails, texts, notes, reports, documents, from 01 Jan 2018 to 28 Oct 2020 regarding salary/compensation for the mayor and/or city council positions. I do not need any documents available in council packets.” For clarity City Clerk Summers did attach some items from the council packets if the item was attached to an email.
